Los Santos County Sheriff's Department

A Tradition of Service Since 1850

Department Introduction:

The Los Santos County Sheriff's Department (LSSD) is the primary law enforcement agency responsible for providing policing services throughout Los Santos County. Committed to preserving public safety, protecting constitutional rights, and fostering public trust, the Department serves millions of residents, businesses, and visitors across a diverse range of communities.

As the largest county law enforcement agency in San Andreas, the LSSD delivers comprehensive public safety services through uniformed patrol, criminal investigations, correctional operations, court security, specialized enforcement, emergency response, and community engagement. Deputies are entrusted with enforcing the law impartially while maintaining the highest standards of professionalism, integrity, and accountability.

Jurisdiction:

The Department operates numerous patrol stations and specialized divisions strategically positioned throughout the county to ensure rapid response and effective service delivery. Whether responding to emergency calls, investigating major crimes, conducting search and rescue operations, or supporting regional public safety initiatives, members of the LSSD remain dedicated to protecting life and property while maintaining peace and order.

The LSSD works closely with local police departments, state law enforcement agencies, fire and emergency medical services, and federal partners to coordinate public safety efforts and address the evolving needs of Los Santos County. Through collaboration, innovation, and continuous professional development, the Department strives to provide exceptional law enforcement services while strengthening the relationship between deputies and the communities they serve.

History:

The Los Santos County Sheriff's Department (LSSD) traces its origins to 1850, shortly after the end of the Mexican-American war and the establishment of Los Santos County following the formation of the State of San Andreas. Created to provide law enforcement services to the County's rapidly expanding settlements, the Department was the first professional law enforcement agency in Los Santos County and has grown into one of the largest and most respected sheriff's departments in the state.

Early Years (1850–1900)

In its earliest days, the Department consisted of the elected Sheriff and only a handful of Deputy Sheriffs responsible for policing a vast frontier that included ranches, mining camps, farming communities, and isolated settlements. Deputies traveled primarily on horseback, enforcing territorial laws, serving court orders, transporting prisoners, and protecting residents from banditry and violent crime.

As Los Santos County expanded through agriculture, trade, and industry during the late nineteenth century, the Department increased its manpower and established permanent substations throughout the County. The Sheriff's Office quickly became a symbol of stability in communities that lacked organized municipal police services.

Modernization (1900–1935)

By the early twentieth century, the Sheriff's Office had transitioned into a structured public safety agency staffed by full-time personnel. In 1930, Deputy Sheriffs formally adopted standardized uniforms, and responsibility for operating the County's correctional facilities was officially placed under the Sheriff's Department. Throughout the 1930s, the Department frequently worked alongside the Los Santos Police Department during periods of significant labor unrest, including the suppression of organized demonstrations and activities associated with the era's "Red Squad" operations.

In 1947, the LSSD made history by appointing the nation's first female Deputy Sheriff, marking a significant milestone in the advancement of women in American law enforcement.

From 2009 to 2017, the Department was led by Sheriff Eugene "Packa" Wilson. His administration later became synonymous with widespread corruption, systemic misconduct, and the emergence of deputy cliques that abused their authority within county custody facilities and patrol operations. Investigations initiated by whistleblower reports ultimately resulted in a major civil rights lawsuit filed by the American Civil Liberties Union (ACLU). The subsequent federal investigation led by the Federal Investigation Bureau (FIB) uncovered extensive public corruption within the Department. Sheriff Wilson and his Undersheriff were later convicted on federal charges and sentenced to prison.

Following a period of federal oversight mandated by the United States Department of Justice, Dick Lanwood was elected Sheriff of Los Santos County during a special election. Upon taking office, Sheriff Lanwood immediately launched a series of organizational reforms focused on restoring accountability, rebuilding public confidence, and strengthening professional standards throughout the Department.
