patched Wellfare characters stuck in white clothes

I understand wellfare characters are meant to start poor, but without starting cash, they will always start with the default white shirt and jeans. They should definitely start with 300$ or to get minimum character customizations to be started

This has been patched.

Characters being created must now also create an outfit in the same process, which is totally free for the player.

$300 will be given to new welfare characters.
